Bell's Beach in Victoria is fine if you have a full boiler suit, the water's freezing. There are Hundreds of beaches in NSW and South Queensland with surf. When you get much further than the sunshine coast (Noosa) the reef prevents surf on the beaches. Great beaches in Western Australia as well
