Tropical lifestyle and snow skiing tend to be mutually exclusive! Queensland gets more tropical as you head north but without the wine country or skiing. Southern Queensland such as Brisbane or the Surf Coast or northern NSW offers a good climate and keeps the ski resorts and wine country within driving distance for a weekend or week away.

The Australian capital cities all have excellent wheelchair accessibility including taxis, toilets and train systems.

Job availability depends on what line of work you are in. Brisbane and Sydney are big business centres though there are plenty of smaller towns between.

There are only a handful of skiing resorts in Australia and they are no where near a tropical lifestyle. I would recommend Adelaide, South Australia (or any of it's suburbs) for great people, wine country (barossa valley- north, McClaren Valley-south of Adelaide).

Darwin, Northern Territory, has a 'tropical lifestyle', very good cost of living (relatively cheap), but I can't comment on the job availability.

Albury/Wodonga on the NSW/Victorian border have skiing nearby (in Winter of course!) and lots of vinyards. I can't comment on the cost of living or job availability.

Most towns are turing to a more wheelchair accessible community, and all places have their share of crime, you'll just have to find out for yourself when you get here which are better than others. And of course all Aussies are GREAT PEOPLE!!!
