If you have an occupation on the CSOL and can find an employer who is eligible and willing to sponsor you, a temporary subclass 457 visa has no skills assessment for most occupations and a modified skills assessment for people in certain trades from certain countries.

Skills assessment is required for all points tested visas (189, 190 and 489).

A skills test is only for the professions that are considered trades. Those trades are professions that require either an apprenticeship or an exam to qualify( like accountant). The professions have to be listed on the proper list as well, just a skill is not sufficient.
